General Plan Amendments and Annexation Assistance

WCE prepares general plan amendments and re-zoning applications and guides these through the myriad of governmental steps. We prepare general plan amendment related documents to the highest professional standards, guide the application through the permitting process, and represent the client at public hearings.

Annexation proceedings require the preparation of an application to the local jurisdiction and the respective Local Agency Formation Commission responsible for the final approval of annexations.

CEQA and NEPA Compliance

Development projects in California are required to undergo environmental review in compliance with the California Environmental Quality Act (CEQA). In addition, projects that fall within the jurisdiction of federal agencies may also require evaluation under the National Environmental Policy Act (NEPA). WCE has many years of experience preparing environmental impact reports and environmental impact assessments in compliance with CEQA and NEPA respectively. Mitigation Monitoring Plans and Implementation

Mitigation monitoring plans are a requirement of CEQA and are prepared as part of Environmental Impact Reports. They are based on mitigation measures certified by the environmental document and provide guidelines for the implementation of adopted mitigation measures.
