The State of California requires that mineral extraction operations develop a surface mining and reclamation plan prepared in compliance with the California Surface Mining and Reclamation Act of 1975, as amended (SMARA). These plans address the method by which the mineral will be removed, establish the environmental baseline condition at the time of project implementation and address the end use of mining sites after mining is completed.

Surface Mining and Reclamation Plans

West Coast Environmental's staff has substantial experience preparing surface mining and reclamation plans and is proficient in guiding clients through the complicated permitting process. We develop the entire application package in compliance with SMARA and local regulations to the highest professional standards. We guide the surface mining application through the permitting process, interface with the California Department of Conservation, Office of Mine Reclamation and represent clients at public hearings. Financial Assurance Plans

Applications for surface mining also require the preparation of a financial assurance plan that deals with the costs involved in closing a mining site in the event an operator is unable to complete the reclamation process. Financial assurance plans are an integral part of any surface mining and reclamation plan and must be prepared and updated annually to reflect current conditions at the mine site. The preparation of financial assurance plans requires specific knowledge of mining operations and the ability to financially evaluate every aspect of mining and reclamation activities. WCE's staff is experienced in preparing financial assurance plans in compliance with SMARA, and is able to assist you with the process.

 

California and Federal Agency Permits

Most surface mining plans require additional permits from California and Federal Natural Resources agencies who assess environmental impacts to areas within their jurisdiction. WCE's staff prepares applications that are thorough, using information obtained from studies, reports and analyses pertinent to the project site. We interface with public agencies and provide support and guidance based on site-specific circumstances and on our many years of experience in the field. The permits include:
